Use a layered blocker, not one setting
Repeated-call protection works best in layers: device filtering, carrier spam controls, contact allow-lists, and account security. A single block rule may fail when incoming numbers rotate.

When device blocking is not enough
Contact the carrier when the traffic volume is high, numbers rotate rapidly, or the incident continues across multiple days. Ask for official spam controls and whether a network investigation can be opened.
Do not install unknown blocker apps from links sent during the incident. Use the official app store and review the developer, permissions, privacy policy, and recent reviews.
Test the configuration safely
After changing settings, ask a trusted person whose number is not saved to place one normal call. Confirm how it appears, then save the number and test again. This verifies the filter without generating repeated traffic.
